Greedy or retardation?

In this server i play about 1 month. I like it, but saw 2 problems of this server.
1.Old players prefer to stay playing w/o "fresh meat". Start pking newbies after they leave newbie towns. why? aftaid of concuration or what? cant call it greedy, its retardation.
2.Stun/Shock at trains. old players with b/a/s items going to 40level~ places and try to make lowbie die agains monster's for drop. WTF ?! Is it greedy? Will u go better after u will get 1k ssd from newbie?
1st problem can be solved with newbie coin till level 40-52/
2nd problem even dont know. now its carantine, kid's siting at home and stun/shock ppl. make stun shock usiibble only on pvp ppl?

I'm from lithuania, i can speak russian well, but write in kirilica or w/o it is hard.
And yes, i came here, because of old good c4 whitch is much better than goddess of wallets or Lineage2 walletsensse. Server is alive about 1+ years as i understand, and not many international players here, becaust lac of infomation about server. But after i saw that... Many my friends left after 20 level because of "silverranger" and one more PK with a grade. Now i saw that.

Я из Литвы, хорошо говорю по-русски, но писать в кирилице или без нее тяжело.
И да, я пришел сюда, потому что старый добрый C4 whitch намного лучше, чем богиня кошельков или Lineage2 walletsensse. NOT ALL PLATERS ARE READY TO STAND AGAINS ENDGAME CHARS IN 20+ 40+ ZONES. KILLING AND ROBBING LOWBIES IN LOWBIE ZONES WITH HIGH CHARS IS NOT HARD CORE. I DONT REMEMBER ANY OTHER PPL OR SERVER WHO WERE MAKING SAME SHIT. SOME OF THEM ARE ONLY DOING THIS DAY BY DAY.
